Wednesday afternoon (February 13, 2008), the Senate Ways and Means Committee unanimously
recommended for passage legislation creating an income tax check-off for child abuse prevention (CAP)
services. If enacted, the bill would produce approximately $70,000 annually, with proceeds going to the
Iowa Child Abuse Prevention Program (ICAPP). Prevent Child Abuse Iowa has administered ICAPP since
the program's inception in 1982.
With approximately $1.4 million in funding available, ICAPP provides grants to local child abuse prevention
councils (such as Positive Parenting, Inc.) throughout Iowa to support a wide array of educational and
support services. As set forth in the FY 2007 ICAPP Service Report, councils provided 71,325 hours of
crisis nursery and respite child care to 1,286 families with 2,166 children. More than 3,500 parents
attended parent education classes, and 1,491 participated in young parent support groups. A total of
44,861 children and 5,588 adults attended sexual abuse prevention classes.
The bill approved by the Committee is SSB 3148, but it will now receive a Senate File number before the
full Senate considers it. Subcommittee members on the bill were Senators Staci Appel, Becky Schmitz,
and Pat Ward. All of the subcommittee members supported the bill at their meeting this Monday. Senator
Appel then ably spoke on behalf of the bill before the full Ways and Means Committee.
If this legislation becomes law, the CAP check-off will replace one of two check-offs that will be dropped off
after the 2007 tax year, as provided by Iowa law. Revenue from the CAP check-off will be available for
distribution in FY 2010.
There is companion legislation in the House, HF 723. Filed by Rep. Ford last session, that bill received
subcommittee approval, but the House Ways and Means Committee has taken no further action on it.
